How do you ceck ballasts and starter switches in fluorescent light fixtures for funtioning?

the easiest way would be trial and error method if you have no multitester..try changing the bulb first..then the starter..then the ballast..but for convenience try converting your fluorescent system to electronic ballast..it does not need a separate
