Relay for the engine cooling fan - 2002 Dodge Caravan?

Where is the relay located for the engine cooling fans?? I have looked at MANY web sites and they say that it is located under the hood above the passenger tire area. They also say that the air filter is located there and they are incorrect.
So

it is in the same electric fan housing in the midle of the two fans
but the problem is not there the sensor is not sending the siganl to turn on the relay
