Are MINI car dealers able to negotiate? My dealer said that he can't come down from MSRP.?

I am looking at buying a 2007 Mini Cooper S, but my dealer said he can't bring the price down from the MSRP, which includes a base MSRP of $21,200, destination & handling charge of $650, and various packages that I want that come to a total of $26,250.

dealers can always lower the price if they want to. but if a car is "hot" there is no reason to discount them. if there is still a limited number of cars out there w/ a limited number of dealers many dealers wont discount cars. i currently have
