18 year old New York City Car rentals?

Hi, I am looking for a car rental company in New York CIty. I did some research and I found out that New York rental car companies cannot deny rentals to 18 year old drivers. I happen to have a perfect record without any tickets of any sort. Does anyone

Alamo - New York state : The minimum age for NY is 18 years of age, subject to car rental underage fees of up to $70.82 per day.

Avis - New York State has a minimum age of 18 to rent, with a $52 surcharge per day for renters age 18-20
